Lumbee lobbying contract was negotiated by last chairman

"A small group of leaders of the Lumbee Tribe of North Carolina negotiated a controversial lobbying contract.
Former chairman Jimmy Goins led the effort, The Fayetteville Observer reported. He presented a resolution in September 2009 that authorized him and three others to "negotiate and bind" contracts as part of the tribe's federal recognition quest. Three months later, on December 28, 2009, Goins and the three council members signed the deal with Lewin International. A few days later, Goins left office. Tribal members soon became aware of the deal and asked the council to back out. They are concerned that references to gaming could derail a federal recognition bill in Congress. The tribal council voted 14-7 in March to approve the contract."
